So this stuff is all quite awesome. I've got some questions though.

1. In the instructions, it says to do the Windows partition first and the OS X one second. Does this particular order make a difference?

2. Is there not a way to do this with NTFS instead of FAT32?

3. When the dual boot menu shows up, which OS is selected by default? And does it boot it up automatically if you don't select one (meaning it starts it up after 30 seconds have passed or something).

4. Under the hood, is it actually using EFI? I mean Windows 32 bit doesn't support it...Is that what the whole process of making the custom CD is for?

just do what it says

when you format during WINDOWS install, the format is ntfs

3. When the dual boot menu shows up, which OS is selected by default? And does it boot it up automatically if you don't select one (meaning it starts it up after 30 seconds have passed or something).

osx is default

yes, it uses efi thanks to some modified files, and a sweetass efi proggy by blanka. it is sneaky.

But if I remember correctly, it says in the instructions to not change the format with the windows install.

"The install prompts you for the format type to use: NTFS/FAT Quick/Slow
If the partition is too large, only the NTFS Quick/Slow options will be shown."

i didnt even have the option for fat

Where are these directions available? I've got a 20" iMac and XP sitting here, and I'd love to give it a whirl.

There are mirrors of the files on other servers. You should use a mirror near you if possible.
