Since refit.efi is 'blessed' as the legitimate boot loader for the Mac OS X partition, the firmware will not ask for the password, and you have full access.

rEFIt currently does not support password protection for specific menu entries. However, you can disable the EFI shell and the other tools and functions through the configuration file.
There may be an alternative way to implement your policy: If you can make a second, small HFS+ partition on the disk, you could install rEFIt there, but make Mac OS X the default startup volume (through the Startup Disk preference pane). Then you'll have to hold the Option key on boot and enter the firmware password to activate rEFIt. Without the password, you can only boot Mac OS X from the main partition.
