Several people are reporting this problem in the BCD or boot.ini phase or during windows setup. I have it intermittantly when the windows boot options appear, maybe a third of the time, but not after Windows loads. Sometimes USB devices work when the keyboard does not. Personally I think this is a bootcamp bug.

Same problem here.
Keyboard and mouse do work once in Windows has started (thanks to the
MacIntosh Drivers) however during the windows boot loader i.e.
"Please select the operating system to start"
it sometimes works and sometimes not.
It would appear to me that the windows boot loader
doesn't recognize the macbook keyboard. If you are running a dual
boot XP, XP Pro system like I am, then it is very annoying that
one can't select the OS on startup.
